Under the terms of Wilbury Grange leases (the Third Schedule, paragraph 9) all floors except the kitchen, bathroom and toilet must be covered with carpet and good quality noise-absorbing underlay. If flat owners wish to install anything other than carpet and underlay they must apply for permission to do so via the managing agent and permission will only be given where installation is by a reputable flooring company with adequate sound insulation. The flooring company must provide suitable warranties and guarantees that sound will not be transferred to adjacent flats. This is to prevent noise disturbance to your neighbours. Footsteps, music, conversations and your television will clearly be heard if the original floor is exposed (vertically or horizontally).
